Challenges and opportunities of Latin American regionalism for a developmental energy transition

This Extractivism Policy Brief 03/2026 shows:

  • Latin America is one of the regions that has advanced the most in decarbonizing its energy mix.
  • The global energy transition offers green windows of opportunity for productive and technological development.
  • Regional cooperation and integration could contribute to strengthening the four dimensions of the energy transition (energy security, socioeconomic, environmental, and techno-productive).
  •  Given the crisis of regionalism, more recent cooperation initiatives have focused on technical and financing aspects, but not on industrial and technological policy coordination.

The Author: Ignacio Sabbatella holds a PhD in Social Sciences and a Master’s degree in Social Sciences from the University of Buenos Aires (UBA). He is currently a researcher at the National Scientific and Technical Research Council (CONICET), based in the International Relations department of the Latin American Faculty of Social Sciences (FLACSO). His main areas of research are climate change, energy transition, and industrial policies.
