Decarbonization dreams in neocolonial times

This Extractivism Policy Brief 05/2025 shows:

  • Framing green hydrogen as a universal solution to climate challenges reflects a techno-optimistic response to fundamentally political issues.
  • The European Union’s decarbonization plans extend colonial logic, leading to patterns of dispossession in green hydrogen-producing site in the so-called ‘global south’.
  • Green hydrogen strategies reproduce a colonial configuration, whereby Morocco acts as both an extraction site and a transit hub, routing African resources into Europe.
  • A decolonial understanding of energy transition offers a comprehensive framework that recognizes colonial history and its current replications; it prioritizes local agency, equity, and sustainability over technological fixes.

The Author: Ouafa is an intersectional feminist independent researcher and civil engineer dedicated to socio-economic and ecological issues. She holds a Master’s degree in Civil Engineering, Buildings, and Public Tasks from the Moroccan School of Engineering Science in Casablanca. Her expertise is based on over seven years of coordinating advocacy campaigns and conducting socio-economic and geopolitical analyses that also aim to amplify local community voices and change hegemonic narratives.
