contribution to the project

Çağrı Çarıkçı examines how state-driven de-risking is reshaping extractivism amid the green energy transition. Focusing on Turkey, he investigates how guarantees, long-term purchase agreements, and the assumption of public risks redistribute risks and returns among the state, domestic companies, and transnational capital. By linking critical finance studies on risk mitigation with debates on extractivism, his project develops the concept of “financialized extractivism”. Furthermore, he compares the cases of renewable projects in Morocco and Turkey, situating them within broader debates in the Global South on climate finance and development.
